Certainly, cutting hair while fasting is permissible in Islam and does not affect the fast in any way. A fast is broken only by actions related to eating, drinking, or desire, while cutting hair is a normal and lawful act. Therefore, if someone chooses  روزے کی حالت میں بال کٹوانا , there is no sin or issue in it. However, maintaining cleanliness and dignity is always encouraged, whether one is fasting or not.
